Problems Accessing Residential Rehab?

Your rights - The Community Care Act 1990 places a duty on local authorities to provide 'appropriate and adequate' residential treatment for people dependent on drugs or alcohol. It also places a duty on them to assess whether or not a presenting individual may be in need of such services. The Department of Health published guidelines on how these assessments should work in 'Fair Access to Care Services'. In the main, local authorities will only provide care as defined in these guidelines where the need is defined to be 'critical' or 'substantial'.
